The Inner West is one of Sydney's most desirable places to live. It is also one of the most complex areas to build in. Federation terraces, Victorian cottages, and early 20th-century homes sit on tight lots with narrow frontages, and most of them fall within Heritage Conservation Areas listed in Inner West Council's LEP. Building something new here requires a builder who understands heritage, civil engineering, and council processes.
Marvel Homes has built in the Inner West. Our Lilyfield project is a completed passive house on a narrow lot. The Marvel Homes team managed the geotechnical and civil engineering requirements for the foundation, then carried the airtightness and HRV commissioning through to the blower door test. The home is independently certified to the Passive House Classic standard by a third-party PHI-accredited certifier.

Planning
Heritage Conservation Areas and Heritage Items.
Inner West Council's LEP contains a large number of Heritage Conservation Area listings covering streets in Balmain, Leichhardt, Annandale, Newtown, Petersham, and Rozelle, among others. An HCA listing means the streetscape character is protected, but it does not automatically prevent demolition and new construction. It does require a DA, a heritage impact statement, and engagement with council's heritage officer. A good heritage impact statement demonstrates how the new building responds to the character of the street without copying it.
Heritage Items are more significant and typically prevent demolition of the building itself. If your property is a Heritage Item, renovation may be the only option. We can assess this quickly from the council's mapping systems.
Site constraints
Narrow lots and party walls.
Inner West lots commonly run 7 to 10 metres wide, with some even narrower on terrace rows. Building on these sites means dealing with party wall obligations under NSW legislation, tight setback requirements, and drainage easements that run through many backyards. The Marvel Homes engineering background is directly relevant here: the structural and civil engineering of a narrow lot build is more complex than a standard suburban block, and getting it right requires engineering knowledge, not just construction experience.
Party wall notices, neighbour agreements, and dilapidation surveys are part of the process on any inner-city build. We manage this as part of the project, not as an add-on.
Performance
Passive house in the Inner West.
The Inner West's terraced streetscapes are well-suited to passive housedesign. North-south oriented lots with rear-yard access allow for good solar orientation. Airtight construction is particularly valuable in these urban environments, where traffic noise, dust, and summer humidity would otherwise penetrate a standard home's envelope. A passive house in Lilyfield or Balmain means no road noise through the walls, no summer humidity indoors, and continuous fresh filtered air regardless of what is happening outside.

Do you build in the Inner West?

Yes. Marvel Homes has a completed project in Lilyfield, in the heart of the Inner West. We build across the Inner West Council area, including Balmain, Leichhardt, Annandale, Marrickville, Newtown, Petersham, Ashfield, Dulwich Hill, Rozelle, and Lilyfield, as well as Canterbury-Bankstown suburbs on the southern boundary of the Inner West. We are familiar with Inner West Council's DA requirements, heritage conservation area listings, and the typical site conditions in the area.
How do heritage overlays affect building in the Inner West?

A large proportion of Inner West properties fall within a Heritage Conservation Area (HCA) or are listed as Heritage Items under Inner West Council's Local Environmental Plan. HCAs protect the character of the streetscape rather than the specific building, which means demolition and new construction may be possible, but requires a Development Application (DA), a heritage impact statement, and review by council's heritage officer. Heritage Items (individual buildings on the heritage register) are more restrictive and typically prevent demolition of the primary structure. Can you build on a narrow Inner West lot?

Yes. The Inner West has many lots with frontages of 7 to 10 metres, and some narrower. These sites require careful structural and civil engineering: party wall obligations, drainage easements, and tight setback requirements all affect the design. the Marvel Homes engineering background means these constraints are identified and resolved during the design phase, not at the frame stage. We have built on narrow Inner West lots and understand the party wall process under the Dividing Fences Act and the Building Code requirements for zero-lot-line construction.
Should I use a CDC or DA for a new home in the Inner West?

For most Inner West sites, a DA is required. The Heritage SEPP restricts CDC use in Heritage Conservation Areas, and Inner West Council has many HCA-affected streets. Even on non-heritage sites, CDC eligibility depends on lot size, frontage, and setbacks. Marvel Homes will confirm the correct approval pathway at the site investigation stage, before you invest in design. Our completed Lilyfield project was approved as a Complying Development Certificate (CDC), and the team will confirm the right pathway for your site.

Marvel Homes' Lilyfield project is a completed passive house on a narrow lot in Sydney's Inner West, approved as a CDC and completed in 2024. It is independently certified to the Passive House Classic standard by a third-party PHI-accredited certifier. The site had typical Inner West challenges: a constrained footprint, foundation conditions requiring careful geotechnical work, and party wall obligations on both sides. Ibrahim Amin managed the airtightness detailing and blower door test, and the home achieved 0.5 ACH. It is a good reference for what is achievable on a constrained Inner West site.
